another big oilfield or it could lose $27 billion a year.

The federal government is backing a push to help expand the country's oil and gas supply.

An Australian Petroleum Production and Exploration Association report has found that
only a quarter of Australia's oil and gas reserves have been explored, Fairfax newspapers
report.

SYDNEY, April 29 AAP - Protesters have climbed onto the roof of Immigration Minister
Chris Bowen's Sydney electoral office.

The three members of the Cross Border Collective, a Sydney-based group, are calling
for the minister to meet the demands of detainees protesting on a roof at Sydney's Villawood
detention centre.

The group will stay there "until the demands of the people protesting in detention
are met, and all those incarcerated are released into the community, where they belong",
Emma Kefford, one of the activists currently on the roof, said in a statement released
on Friday.

QLD:Patriarch weeps as tributes flow

BRISBANE, Aug 25 AAP - The patriarch of a Queensland family who lost 11 members in
a horrific house fire has returned to the scene amid more tearful prayers for the victims.

Supported by four family members, Tau Taufa, 66, was led through the crowd of mourners
as they sang traditional hymns outside the Slacks Creek home, south of Brisbane.

A chair was brought for him, so he could sit and take in scores of tributes left for
his lost family outside the blackened remains of the home.

Mr Taufa, who lost his wife, daughter, sister-in-law and eight grandchildren, wept.

Moments later another van carrying more remains emerged from the scene, and began driving
slowly down Wagensveldt Street.

As with other bodies removed earlier, the van was stopped and the doors opened to allow
immediate family to offer prayers.

Family members hugged each other and wailed, amid the strains of rich Samoan and Tongan
voices raised in prayer.

Some young dancers, who said they were Maori, performed the Haka as a tribute to those
lost, and as a gesture of support for the family.

They said they knew Paul Lale, 17, who died in the fire. He was one of five children
lost to Jeremiah Lale, 50, along with his wife, Teukisia Lale, 42.

TOOWOOMBA, April 23 AAP - Monetary policy may be a blunt instrument to control the
economy, but it delivers the best results, Reserve Bank governor Glenn Stevens says.

Addressing the Toowoomba Chamber of Commerce and Industry, Mr Stevens said he didn't
know of any "sharp" instruments that could do as well.

He said previous policies such as telling banks how much they could lend had not worked
as efficiently.

Qld: Unions vow to continue fight against public asset sell-off

BRISBANE, Dec 10 AAP - The Queensland Council of Unions has vowed to continue its fight
against privatisation of public assets after it was announced Queensland Rail (QR) workshops
had also been added to the list.

Unions maintain the government's original reason for the privatisation proposal - which
was to plug a deficit hole created by the global financial crisis (GFC) - no longer stacks
up.

A spokeswoman for the unions expressed concern that the government had gone much further
than originally stated with the addition of QR workshops added to the list of assets to
be sold.

"The job security of workers in these workshops is a major concern," she said.

The government on Tuesday announced QR would be split into two entities, with the coal
and freight business and its above-rail infrastructure to be floated under the name QR
National.

Passenger rail services would remain part of the government-owned corporation called
QR, and a 99-year lease over the coal rail network would be included in the QR National
deal.

The Rail Tram and Bus Union (RTBU) said its members were not consulted about Tuesday's
move and were angry that railway workshops such as those at Redbank, near Ipswich west
of Brisbane, Rockhampton and Townsville would be included in the sale.

About 1,300 workers at the workshops went on strike until 7am (AEST) on Thursday and
have threatened further action.

However Treasurer Andrew Fraser said the striking QR workers would be better off in the long run.

The workshops would give QR its "expertise and grunt" into the future, Mr Fraser said,
and he didn't believe there would be job losses after a two-year job guarantee expired.

"I think in five, 10 years to come, you will see more people being employed by QR,
not less," he said.

But RTBU secretary Owen Doogan told AAP workers were right to worry about job security
that relied on "the vagaries of the stock market".

Diversinet Corp., a provider of secure application platforms for the mobile world, announced financial results for the second quarter of 2009. All dollar amounts are in U.S. dollars.

In a release on July 31, the Company noted that revenues for the second quarter were $1,945,000, up 244 percent percent compared to $565,000 in the second quarter of 2008. Revenues for the six months ended June 30, were $3,955,000, up 336 percent from $906,000 in the same period in 2008. The Q2 2009 revenues include $1,625,000 from the $40 million five-year worldwide license and revenue share agreement with AllOne Mobile Corp. (AllOne) signed in Q3 2008.
The net income for the second quarter of 2009 was $1,056,000 or $0.02 per share, compared to a net loss of $1,205,000, or $0.03 per share in the second quarter of 2008. The net income for the six months ended June 30, was $1,238,000, or $0.03 per share, compared to a net loss of $2,363,000 or $0.05 per share in the similar six months of 2008. Included in the second quarter net income are non- cash stock-based compensation, depreciation and amortization of $259,000 ($304,000 in Q2 2008). Also included in the second quarter net income is a foreign exchange gain of $707,000 ($15,000 gain in Q2 2008). Cash and cash equivalents at June 30, were $10,671,000 and $10,719,000 at March 31.

A second post mortem on the body of backpacker BRITT LAPTHORNE has failed to show what
caused her death.

The 21-year-old Melbourne woman went missing from a nightclub in the Croatian town
of Dubrovnik on September 18.

Victorian state coroner Judge JENNIFER COATE has handed her report to the LAPTHORNE
family .. it will also be given to prosecutors working on the case in Dubrovnik.

An autopsy conducted in Croatia was also inconclusive.



Mideast Gaza Wrap (SYDNEY)

Israeli warplanes have carried out dozens of air strikes on the Gaza Strip this morning
.. targeting ministry buildings and security service installations.

The director of Gaza's emergency services MOAWIYA ABU HASSANEIN says at least 10 Palestinians
have been killed and 40 wounded in the attacks.

The air strikes .. centred mostly on Gaza City .. targeting the buildings housing the
offices of the prime minister .. the defence ministry .. foreign ministry .. finance ministry
and the Islamic University.

Meanwhile .. the United States has given its blessing to Israel's war on Hamas in the
Gaza Strip but says it's working to forge a durable ceasefire.

President GEORGE W BUSH's spokesman .. GORDON JOHNDROE .. says the US understands Israel
needs to take actions to defend itself and deal with the terrorist threat.

He says in order for the violence to stop .. Hamas must stop firing rockets into Israel
and agree to respect a sustainable and durable ceasefire.

Four civilians have been killed in southern Israel by rockets fired by Palestinian militants.

And medics say Israel has killed 360 Palestinians and wounded more than 15 hundred
during an air blitz of the Gaza Strip.

Meanwhile .. UN Secretary General BAN KI-MOON has urged Arab and world leaders to do
more to immediately end what he says is the unacceptable violence.

BAN says a ceasefire must be declared immediately .. with both Israel and Hamas halting
their acts of violence and take all necessary measures to avoid civilian casualties.



Tourism (SYDNEY)

A new report shows Australia could be short on overseas visitors for at least the next
two years .. sparking job losses.

Tourism Australia predicts the value of inbound tourism for 2009 will drop by four
per cent .. or 500 million dollars .. to 24 billion .. the worst year since 1989.

Tourism and Transport Forum boss OLIVIA WIRTH has told the ABC .. unless there's a
huge pick-up in the global economy in the later half of next year .. then 2010 could be
looking just as bleak.

She says with destinations such as Cairns and Uluru predominantly visited by international
guests .. some people might lose their jobs and businesses might close.



Storms (BRISBANE)

For the seventh time in as many weeks south-east Queensland has been hit by severe
storms overnight.

At around 8pm (AEST) an average of more than 90 lightning strikes a minute were being
recorded in the corridor from the Gold Coast to Brisbane .. and more than 18 thousand
were recorded overall.

The worst affected areas were the Gold Coast and its hinterland .. the Scenic Rim and
Logan City council areas south of Brisbane.

By the time the storm passed through .. around 30 thousand homes and businesses were
affected by power interruptions.

Meanwhile .. the storm lashed a small town in northern New South Wales before it moved
north to Queensland.

The SES says 11 homes and the local pub in Boggabilla bore the brunt of the storm yesterday
afternoon .. with trees coming down in its main street.

Spokeswoman ERIN POGOREIT says no one was injured in the storm.



Topless (SYDNEY)

The New South Wales government and opposition have slammed a proposal to ban topless
sunbathing on the state's beaches.

Independent MP FRED NILE says he'll introduce a private member's bill in parliament
to outlaw topless women on beaches.

Reverend NILE says high community standards need to be observed in public places.

Assistant Health Minister JODI MCKAY has told The Daily Telegraph .. banning topless
sunbaking is going too far.

Meanwhile .. the opposition says the proposal is too trivial for the state's parliament
to consider.

Leader BARRY O'FARRELL says it's a debate for local councils .. and state parliament
should be focusing on roads .. public transport .. hospitals and education.

Australian allrounder SHANE WATSON will be out of action for six weeks and will not
bowl for six months because of stress fractures in his back.

summer.

His latest injury complicates Australia's selection for the third Test in Sydney given
WATSON had been touted as a replacement allrounder for the struggling ANDREW SYMONDS ..

Liverpool Premier League soccer captain STEVEN GERRARD has been arrested in connection
with an alleged an assault outside a nightspot.

Reuters reports the England midfielder was detained by police at 2:30am Monday in Southport
along with five other men.

A 34-year-old man was taken to hospital with facial injuries that are not believed
to be life threatening.

Eqn: Alexander hopes to jump her way into the history books

HONG KONG, Aug 20 AAP - Edwina Alexander hopes her name is written into the history
books for becoming the first Australian show jumper to win an Olympic medal tomorrow night.

The 34-year-old Netherlands-based competitor could barely have asked for a better preparation
going into the final two rounds of the individual competition at Sha Tin Racecourse in
Hong Kong.

Her horse, Itot Du Chateau, only knocked down one rail over the first three qualifying
rounds and Alexander qualified in equal second place with three other riders.

And as of tomorrow, the scores of all 35 riders are wiped, ensuring the best performers
on the night take home the medals.

Alexander said she felt confident going into tomorrow's competition where after the
first round, the 35 riders will be cut to 20 for the final.

"I feel good. I just want to jump double clear and then let's see," she told reporters.

"He (Itot Du Chateau) is jumping fantastic and, I mean, I think everybody would love
to be on the podium, anyone that gets to the final, so I think it's everybody's dream.

"It would mean a lot. The sport in Australia it is starting to slowly, gradually build."

After her third qualifying round earlier in the week Alexander said she was feeling
more relaxed as the competition progressed and Itot Du Chateau was responding well to
the Olympic atmosphere.

"He is really relaxed in the ring there and he loves it in there," she said.

Alexander said competing against the best riders at competitions in Europe every few
weeks gave her extra confidence at the Games.

She has been in good form leading up to the Games and finished fourth at the 2006 World
Equestrian Games in Aachen, Germany.

Two of Alexander's teammates have also booked themselves places in tomorrow's final two rounds.

The oldest member of Australia's Beijing Olympics team, 60-year-old Laurie Lever, qualified
in equal 29th place.

The show jumping team's youngest member, Matt Williams, 23, snuck through in 36th place.

Williams will be hoping he can bounce back after a disappointing round in the team
final on Monday, when he knocked down four rails.

The fourth member of the Australian team, Peter McMahon, is out of the Games after
breaking his collarbone on Monday night.

He was thrown from his horse Genoa in the warm up area just moments before he was due
to take to the arena and was treated at the Prince of Wales Hospital.

Vic: Detectives establish crime scene at fire after body find

MELBOURNE, April 14 AAP - Homicide and arson squad detectives are investigating the
death of a man following a fire in a house in Melbourne's west yesterday.

Metropolitan Fire Brigade (MFB) crews were called to the house in Hyde Street, Footscray,
shortly before 9pm (AEST).

A neighbour, who noticed smoke coming from the house, found the body of a man in his
40s in the kitchen, police said.

Firefighters found a second man who had been sleeping in the house. He was taken to
the Royal Melbourne Hospital to be treated for smoke inhalation.

Police would confirm only that a crime scene had been established and detectives would
investigate the circumstances of the man's death.

A Metropolitan Fire Brigade spokesman said the fire did not cause much damage.

"We attended very early to a small fire in the kitchen. It was under control right
from the word go," the spokesman said.

"It did not do much damage apart from a bit of smoke logging.

"Detectives from the homicide squad have established a crime scene."

SYDNEY, Dec 10 AAP - A NSW government plan to privatise parts of the state's power
industry is bad for electricity workers and consumers, unions say.

But business groups have praised the move as ensuring the state's future energy needs.

NSW Premier Morris Iemma today announced the government would sell off its state-owned
electricity retailers and enter into lease agreements over its generators in a major shake-up
of the electricity industry.

The move would save taxpayers up to $15 billion over the next 10 to 15 years, and at
the same time ensure the state's electricity supply and reliability, he said.

But Unions NSW secretary John Robertson criticised the plan, saying it would be bad
for workers in the industry, and for consumers who would be hit by higher prices.

"The unions remain opposed to the government's proposal for privatisation - firstly,
because we don't believe it is good for working families as consumers in NSW, secondly
because it is not good for the workers in the industry, and thirdly, this is a government
that has no mandate for privatisation of electricity in NSW," he said.

Mr Robertson said a government sweetener to the unions, which guaranteed energy workers
an average payment of $40,000 as part of the privatisation, was a carrot meant to cloud
workers' thinking on the changes.

"The $40,000 is about clouding people's judgments about what is in their best long-term
interests," he said.

"Whilst it looks good on paper, the reality is that this is an industry that people
are going to rely on for the rest of their lives, either as workers or as consumers.

"We're saying to people, don't rush to any conclusions."

Mr Robertson said the unions held fears prices would also rise, hurting workers.

"If you look at what has happened globally, and if you look at what happened two weeks
ago in Victoria where consumers were hit with an increase of 17 per cent, we have grave
concerns about the impact that is going to have on working families in NSW," he said.

"There is a whole series of issues that have got to be tested ... (such as) the prices
that people will be expected to pay for their electricity bills as they go forward, not
in five years, but in 10 and 15 years."

The tunnel's financing was based on projections of 90,000 vehicles using the infrastructure
each day.

But traffic currently runs to about 30,000 per day.

The tunnel's biggest shareholder is Chinese billionaire Li Ka-shing, who invested a
$100 million stake in the tunnel project.

Pension funds also have invested millions of dollars on behalf of public servants and police.

The state government has said taxpayers would not incur the burden of any financial
loss suffered by the tunnel's operators.

The New South Wales government is under fire over an alleged attempt to delay information
about an outbreak of of meningococcal disease .. that has claimed the life of a teenage
girl.

A man .. in his 20s .. is in hospital .. and is expected to make a full recovery.

Opposition leader PETER DEBNAM claims the government has engaged in a deadly media
management by delaying the health alert for a day.

He says premier MORRIS IEMMA .. as a former health minister .. knows about the dangers
of meningococcal disease.

The government says from January 1 to date .. there have been 63 cases of meningococcal
disease .. down from 81 cases for the corresponding period last year.

Over that period .. there have been four deaths .. down from six deaths over the corresponding
period last year.

Symptoms of meningococcal disease can include sudden onset of fever .. severe headaches
.. nausea and vomiting .. and a rash of red-purple spots.

Queensland's premier says he won't follow the lead of New South Wales and introduce
an extra public holiday.

NSW is considering creating an additional public holiday to compensate the estimated
one million workers who'll lose holidays such as Easter Tuesday or union picnic days under
new federal workplace changes.

But PETER BEATTIE said Queenslanders don't need another day off work.

In a dig at NSW .. he said the state's been on holiday for some time .. and no one
will notice another one.

Website reveals reel insight into history online.(Features)

Thousands of hours of history and nostalgia are now freely available, with the launch of Pathe's famous cinema newsreels online.

The bi-weekly news bulletins, which played in cinemas from 1910 to 1970, kept the nation informed during two world wars, the great depression and the swinging sixties before the advent of colour television marked the end of the service.

Now, 3,500 hours' of footage has been put online for Internet users to either revisit, or see for the first time.

Culture Secretary Tessa Jowell launched the new site in London, after funding was made available from the Lottery's New Opportunities Fund.

"National Lottery good cause funding has enabled British Pathe to bring about this world first, both in terms of technical achievement and in bringing 20th Century newsreel to the small screen of Internet users of all ages," Ms Jowell said.

The fund will also take a travelling Internet suite it calls a "digi- van" to disadvantaged areas throughout south London.

APP SERVER ATTACK!(Industry Trend or Event)

Web application servers are more than just middleware solutions. These infrastructures-in-a-box let developers build and manage Web apps easier than ever before.

When David Cooper needed to design a Web site where people could apply online for student loans and access financial information, he faced what he describes as an almost bewildering number of problems. Cooper, a project manager with Sallie Mae Inc., explains, "We didn't have the necessary resources to develop a custom solution in-house."

Sallie Mae is a major player in the education space, managing more than five million loans for college students of all ages. Thus, application security and availability are key concerns.

In the end, Sallie Mae enlisted the expertise of IBM's Global Services division. Together, they decided to design WiredScholar.com on top of IBM's WebSphere Application Server. The new Web site -- christened WiredScholar.com -- is tightly integrated with the company's existing IT infrastructure.

The result has been an unqualified success: "The application was developed to leverage WebSphere technology," Cooper explains. "We succeeded in developing an application that is highly scalable and easy to manage."

A Global Issue

Sallie Mae's experience parallels that of many other companies seeking to retrofit and revamp their information systems for e-business. Increasingly, organizations are foregoing blends of traditional and custom-developed middleware solutions, and are instead deploying packaged Web application servers, such as IBM's WebSphere, BEA Systems' WebLogic, HP's Total E-Server or SilverStream Software's SilverStream Application Server.

"Companies are buying packaged applications, so we [see] over and over that people want to buy middleware solutions rather than build them themselves," confirms Dave Miller, director of product management with the Non-Stop Software division of Compaq.

Enterprise Middleware Then and Now

Once the exclusive helpmate of mainframes, transaction-processing, message-queuing and other specialty systems, enterprise middleware has evolved substantially.

"There have been dramatic changes," agrees Judith Hurwitz, president of the Hurwitz Group. "Ten years ago, middleware was just part of the infrastructure. It was tightly designed into the application itself, so when you bought an application, the middleware would be an integral part of that -- it often would not be a separate process or a separate technology."

Today, Hurwtiz says, application vendors and IT organizations alike are increasingly looking at middleware as a kind of separate, middle-level operating system to which applications can be written. Middleware thus becomes the infrastructure.

"If you define middleware as a set of software services that ensures communication between different systems and different processes, then you're really talking about an infrastructure, aren't you?" Hurwitz concludes.

John Capobianco, general manager of strategic marketing for HP's middleware division, agrees. According to Capobianco, as organizations gear up for an expected age of e-services, a new kind of middleware infrastructure -- which he designates an "Internet operating environment" -- will work to tie old and new information systems together.

"This whole world of e-services and Web services demands a scalable and robust infrastructure that we're calling middleware," he comments. "This new kind of middleware is actually a conglomeration of loosely coupled application sets that provide application server and integration server capabilities in tandem."

Delayed Obsolescence

Capobianco believes that transaction processing, message queuing and other such middleware solutions that have powered the enterprise for decades won't simply disappear. Rather, IT organizations that have existing investments in these legacy technologies will work to integrate them with the "sexy" new e-business applications that power their e-commerce sites. The Web application server functions as a key point of integration.

Many companies may even find themselves implementing these technologies anyway. Compaq's Miller explains, "If you look at lots of dotcoms and their start-up environments, they typically start out with sort of a straightforward client-server database application but quickly discover that they need something like Tuxedo or CICS to get it to scale, and of course WebLogic and WebSphere support both of these."

New Face on Enterprise Middleware

When it came time for Mark Atchison's business unit at EDS to implement a new Web application server for a client's Internet banking application, he knew better than to develop it himself.

Atchison, who used to build systems himself before Web application servers were available as prepackaged fare, says that custom developing a sophisticated, custom middleware component, such as a Web application server, is a thankless task.

"Outside of the cost and expense of writing the Web application server, which were considerable, and the design and engineering time to test it and write it and whatnot, you tend to write something that's only as specific as what your requirements are at that point in time," Atchison explains.

As a result, Atchison found himself spending more time maintaining the Web application server and less time managing and enhancing the Internet banking application for which he'd build the server.

"When we'd finally written our own Web application server, I couldn't modify anything in the target app without having to touch the Web application server again," he says.

Like his counterparts at Sallie Mae, Atchison went shopping for a packaged Web application server. He eventually chose the Sapphire Web Server from Bluestone Software, which has since been Acquired -- and rebranded -- by HP as Total-e-Server.

Atchison's experience exemplifies both the good and bad ways in which Web application server middleware is revolutionizing application development.

One Big Snag

Shortly before Atchison's team was due to deliver a production-ready solution to its client, Atchison discovered that the Web application server simply wouldn't work with his client's existing network infrastructure.

After substantial give-and-take, Bluestone eventually acknowledged that the problem was with its software and not with his client's network infrastructure or with the Internet banking application itself.

"We had to spend the better part of a week proving to this vendor that it was their software that was not operating to specification, and in the meantime, my client delivery date had slipped past," he concludes.

Bluestone eventually dispatched a technician, and Atchison's team was able to deliver a working solution to the client less than 24 hours later.

Famous AMOS

Altura International is another Bluestone/HP customer who has had great success with the Sapphire Web application server. The company's Altura Merchant Operating System (AMOS) application has run on Sapphire Web for almost a year -- supporting an average of 100,000 users per day -- without a hitch.

Altura's executive vice president of engineering, Vince Hunt, appreciates their ability to make quick changes. "We never stop adding features or new malls," he explains. "We just write the Java and HP Bluestone does the rest."

Open Sesame

Web application servers facilitate rapid application porting and deployment scenarios, preventing the platform compatibility issues that have plagued IT departments since the advent of client/server computing.

"Today, it's possible to build [applications] for the Internet, with less and less of an investment for any particular OS, because the OS no longer has to be the defining standard for applications," maintains Scott Hebner, director of marketing for WebSphere Software with IBM.

"If you build to the open standard of the Internet," he adds, "you no longer have to worry about porting your applications from one platform to another. It's the Web application server that provides support for these open Internet standards."

Most major Web application middleware vendors will support Java and XML; the Simple Object Access Protocol (SOAP), which defines a distributed object access protocol based on HTTP; and Universal Description, Discovery and Integration (UDDI), an XML-based specification that interoperates with SOAP, enabling software to discover available services on the Web automatically.

Upgradability and portability were key concerns for Vinh Dao, president of Voice-Planet Inc., a Web hosting and "office space" vendor. VoicePlanet initially considered developing its own application server middleware, Dao says, "but we decided to focus on just the application aspect of it, because we really couldn't design that kind of enabling technology ourselves."

Consequently, VoicePlanet decided to implement IBM's WebSphere Web application server. The company did so in large part because of WebSphere's support for Internet standards and heterogeneous operating system platforms.

"We looked at its support for different platforms, but the main thing that we wanted [was] upgradability," explains Dao. "Programming for WebSphere lets us provide a solution not just for now, but probably beyond what we're currently doing."

Faster Time to Market

Writing one's own application server middleware is a tedious task. "It's one of those things that, on the surface, doesn't seem that difficult," says EDS' Atchison, "but then you start pulling the thread and pretty soon the entire sleeve unravels."

Such slow development cycles simply won't fly in the e-enterprise, maintains Hurwitz Group's Hurwitz. "If you have to build a new system every time, you'll never be able to be proactive with your business," she observes. "And as e-business gets more competitive, as companies need to be able to react faster with less money, answers, like `We'll need six months to build this' simply don't work anymore."

Packaged Web application servers ease the developer's burden by consolidating a suite of integrated software services, such as communications, failover and scalability facilities. In many cases, these would otherwise have to be written from scratch by a development team or achieved by means of discrete middleware point products.

"I don't have to worry about load-balancing, managing queues, restart and recovery, guaranteed delivery or managing sessions -- I can focus on writing the application itself," Atchison concludes.

This added time means that developers can focus more on giving customers what they want. Compaq's Miller agrees. "Organizations can develop rather sophisticated applications without having spent a year implementing something and deciding that it wasn't really what they needed."

GULFPORT MAN ARRESTED FOR POSSESSION OF CHILD PORN.

JACKSON, MS -- The following information was released by the office of the Mississippi Attorney General:

A Gulfport resident has been arrested and charged with possession of child pornography by the Attorney General's Internet Crimes Against Children (ICAC) Task Force, announced Attorney General Jim Hood today.

Michael Osborn, age 42, of Gulfport was arrested at his home this morning by investigators with the Attorney General's Office and charged with five counts possession of child porn. The arrest was made with assistance from the Harrison County Sheriff's Office (an affiliate of the Attorney General's ICAC Task Force) and the Gulfport Police Department.

"We have a tremendous spirit of cooperation in Mississippi among our law enforcement agencies especially where these type of cases are concerned," said Attorney General Hood.

Osborne was booked into the Harrison County Detention Center and placed under a $50,000 bond. If convicted, he faces up to 40 years behind bars per count (total of 200 years). As with all cases, the defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

The Country of Particular Concern.

ASHGABAT, April 17, 2011 (TCA) -- The US Commission on International Religious Freedom recommended that Turkmenistan be included on the list of 'Countries of Particular Concern' (CPC) issued by the State Department each year. Last November, the State Department released its report on religious freedom, and this month, released the annual Country Reports on Human Rights Practices. After a nearly five-year wait for a US ambassador to be appointed to Ashgabat, President Barack Obama's nominee, Robert E. Patterson, a career foreign service officer, was confirmed unanimously without debate by the US Senate on April 14 as US ambassador to Turkmenistan, the Congressional Record reported. On April 5, Patterson testified before the Senate Foreign Relations Committee, identifying US priorities as the stabilization of Afghanistan with Turkmenistan's assistance, entry to the Turkmen market for US energy and other companies, and human rights concerns. 'We continue to strongly encourage Turkmenistan to send its gas across the Caspian to Europe via the Southern Corridor. US firms have the experience and a demonstrated track record in major energy projects, and, if confirmed, I would work hard to support their efforts to invest in projects in Turkmenistan, including projects like the Trans-Caspian Pipeline and TAPI,' said Patterson. Without specifically referencing the Middle East revolutions, the ambassador referenced 'recent events' that demonstrated the need for 'respect for human rights, the rule of law, and transparent and accountable governmental institutions' as 'essential to peace and long-term stability in any country.' Patterson touched lightly on the issues seen as problems in Turkmenistan - arbitrary detentions and arrests, limitations on freedom of movement and expression, allegations of torture and prisoner abuse, and human trafficking, noting that a 'frank and detailed' discussion on these issues is held in the annual bilateral consultations. Even if frank, these discussions are part of the quiet diplomacy deemed prudent by the US in its dealings with Ashgabat, which has refused to make concessions to US concerns, even blocking hundreds of students who sought to study in US-funded programs until finally relenting a year later and allowing some of them to go abroad. The ambassador made no mention of Internet freedom, identified as a priority by Secretary of State Hillary Clinton, although 2.4 million Turkmen cell phone users suddenly lost their connection when Russia's Mobile TeleSystems (MTS) was forced to leave Turkmenistan when the government failed to renew its contract after five years. Religious freedom was also not referenced, although the Turkmen government has failed to reform the law on religion and there are cases of religious believers who operated outside of strict state controls who have been unjustly tried and sentenced. The US Commission on International Religious Freedom again recommended that Turkmenistan be included on the list of 'Countries of Particular Concern' (CPC) issued by the State Department each year. Last November, the State Department released its report on religious freedom, and this month, released the annual Country Reports on Human Rights Practices, but did not release yet the list of countries with the CPC designation. As in previous years, the State Departments Country Report on Turkmenistan characterized the Central Asian nation as authoritarian and detailed massive human rights problems, including incommunicado detentions and heavy restrictions on freedom of speech, association, assembly, and religious belief. The report highlighted the death threat made against human rights activist Farid Tuhbatulin, head of TIHR. The report also flagged hazing in the army leading to deaths from apparent suicides. Mention was made of journalists and activists who faced travel restrictions, and the MTS mobile service suspension was noted. MTS has unsuccessfully attempted to renegotiate its contract for several months now, and finally made the decision to withdraw its employees, claiming USD 140 million losses from its forced exit, the Russian daily Vedomosti reported. MTS vows to sue Ashgabat in international arbitration courts, and has been telling anyone who would listen what a bad investment climate Turkmenistan represents. It's difficult to know what precipitated the breakdown in relations between the Turkmen government and Barash Communications Technologies, Inc. (BCTI), the affiliate of MTS in Turkmenistan. It could be a function of an overall deterioration in relations with Russia, since the failure to agree on a gas purchase price and drastic reductions in Russian purchases of Turkmen gas since the pipeline explosion in 2009, for which Ashgabat is still demanding compensation from Russia's Gazprom. Yet some observers said the issue was more likely the Turkmen government's desire to get more than 50 percent of the shares of the lucrative company, which had grown by leaps and bounds in recent years. Now, some 2 million people are still without service, and such huge lines formed at the offices of Turkmenistan's sole provider, Altyn Asyr, that Interior Ministry troops were brought in to maintain order. President Berdymukhamedov reprimanded the state company for poor service, assigned a minister to whip it into shape, and talked about how he might have three new mobile companies formed to provide some competition, indicating he would look for foreign investment. On April 8, the Turkmen government announced which foreign companies had successfully been wooed: China's Huawaei Technologies and the Finnish-German company Nokia Siemens Networks. During the era of past dictator Saparmurat Niyazov, international human rights groups protested the involvement of Western companies in Turkmenistan, including Nokia Siemens, claiming they were helping to prop up the dictatorship. European activists made a film, 'In the Shadow of the Holy Book,' about how Western corporations funded translations of the cult book Ruhnama to ingratiate themselves with Turkmen officials with whom they were trying to cut deals. While the European Union for a time refrained from signing an interim trade agreement due to human rights concerns after Niyazov's death, the Russian company MTS - not facing any domestic protest about human rights in countries allied with Russia - moved in and rapidly acquired numerous users. Now they are thrown out, and Nokia Siemens is in. Activists are concerned that Nokia Siemens may assist the Turkmen government in installing surveillance over cell phone and Internet users, as it admitted doing in Iran. Such technology companies, while bringing the tools for further opening of a closed society can also become complicit in the government's blocking of websites and individuals. Perhaps thats what a Chinese company would do, however, possibly leaving the Western company with a clean conscience, as Chinese engineers have already assisted Turkmenistan in installing filtering software. These developments indeed pose a challenge for Western companies seeking to provide the products and services that people in the Middle East made use of in their revolutions - if they stay out of the market, companies from countries with no compunction about human rights-related quandaries, such as Russia and China, will simply replace them in the market. And yet the moral of the story with MTS is that the same factors that make for abysmal human rights records - lack of transparency and the rule of law - harm business as well as people's rights.

Quigo prepares for Nasdaq IPO: The contextual ad company has raised $30 million from Institutional Venture Partners.

Jun. 28--Contextual ad service developer Quigo Technologies Inc., considered one of Israel's most promising start-ups, is picking up speed. Sources inform "Globes" that the company is readying for a Nasdaq IPO, which will probably take place in early 2008. The sources added that the company has raised $30 million from Institutional Venture Partners, at a company value of $250 million, as part of the preparations for the offering.

Quigo declined to comment about either the planned offering or the fundraising.

Meanwhile, Quigo has signed an exclusive, multi-year partnership with Time Inc., which will use the company's AdSonar online advertising program at Time's websites. Quigo chief revenue officer Henry Vogel said, "The companies estimate ad revenues will top $100 million over the first three years of the partnership."

Institutional Venture Partners, which manages $2.2 billion, invests in late-stage start-ups in the fields of landline and mobile communications, internet, new media, and enterprise IT products. The fund's exits include LSI Logic Corporation (NYSE:LSI), Polycom Inc. (Nasdaq:PLCM), and Juniper Networks Inc. (Nasdaq:JNPR).

Quigo develops technologies and products for advertising search engines and content focused ads on websites. The company's products automatically generate links between relevant content and advertisers' websites. An important advantage of the company's platform is that it enables advertisers to select which of its ad pages it wants to be seen.

Quigo is considered a direct threat to the corresponding text-based advertising activity by Google Inc (Nasdaq:GOOG) and Yahoo! Inc. (Nasdaq:YHOO). Quigo has a 10 percent share of the market, but has won large clients and forced Google to change its tactics in the sector. Contextual ad revenue totaled $2 billion in 2006, 13 percent of all online advertising.

POLICE USE OUTDATED DIRECTORY, SLOWING RESCUE THEY WENT TO THE WRONG HOUSE AFTER THE CARBON MONOXIDE POISONING, WHICH COMPOUNDED THE TRAGEDY.(FRONT)(Directory)

The deadly carbon monoxide poisoning last week in McFarland could have been discovered almost 10 hours earlier had police used a newer version of a directory to locate addresses by phone number.

Instead, McFarland police used an outdated printed directory, kept near the current version, and went to the wrong address three times before using an updated directory to find the correct address, 5860 Osborn Drive, according to McFarland police.

Cory Nonn, 26, was likely dead by the time police got the phone number of the home where he was from Nonn's girlfriend, Lindsay Knepper, at about 10:30 p.m. Dec. 14, according to the Dane County Coroner's Office. Nonn, a contractor, was at the house to work on the basement.

But had the correct directory been used it would have gotten three people critically injured out of the home much sooner, instead of at about 8:15 a.m. Dec. 15.

"It may have, yes," said McFarland Police Lt. Patrick O'Dell. "We're frustrated too."

Eric Thompson, 57, Karen Trow, 56, and her son, Weston Gill, 18, were found the morning of Dec. 15 in critical condition and needed hyperbaric chamber treatments at a Milwaukee hospital.

Thompson and Gill have been released from St. Luke's Medical Center but Trow remained Wednesday in the hospital's intensive care unit, Thompson said.

"We're very lucky to be alive," Thompson said. "I'm glad they got here when they did."

Nonn had been using a gas-powered sprayer to apply paint over drywall in the home's basement.

He had a 76 percent level of carbon monoxide in his blood stream, and Knepper said she was told that anything above 40 percent is considered lethal.

"We're (angry) at how they handled it but it doesn't look like anything would have saved him," Knepper said. "We've gone through a tragedy that we don't want anyone to go through. I just want to make sure everyone has carbon monoxide detectors in their house."

The 2004 Hill-Donnelly directory looks the same as the 2005 version and is a common directory used by law enforcement for cross referencing addresses and phone numbers. The 2004 edition at the McFarland Police Department has been removed, O'Dell said.

"What is tough for us is if there were two books, why were they both not checked that night," said Nonn's father, Mel Nonn, in a letter to the State Journal.

Addresses can also be found by typing phone numbers into Internet search engines such as Google, but law enforcement officials say the Internet isn't always accurate.

"We discourage (use of) any of those Internet Web sites for that purpose," said Duke Ellingson, director of the Dane County Public Safety Communications Center.

Knepper had last spoken with Nonn at 6:30 a.m. and began searching for him after he failed to show at their Middleton home by 7:30 p.m. and didn't answer his cell phone. She called police to report her boyfriend missing but police had no way of knowing if Nonn had simply gone elsewhere without telling Knepper, O'Dell said.

Police went to the wrong address three times but it wasn't until the third visit, when someone answered the door shortly after 7 a.m., that they realized they had the wrong house.

Thompson and Trow had arrived home together at about 5:15 p.m. Gill, a senior at McFarland High School, came home at about 8 p.m.

Thompson said he didn't notice anything unusual and didn't check on Nonn because he heard the machinery in the basement and Nonn had sealed the basement with plastic to prevent spray particles from going upstairs.

He doesn't remember anything after 8:15 p.m.

"It's shortsighted now but I didn't realize he was using a gas-powered tool. I just assumed everything he was using was electrically powered," Thompson said. "I didn't think about it a lot."
